Norman man charged with rape

NORMAN — A Norman man was charged Wednesday with first-degree rape, District Court records show.

Joseph Daniel Devol, 31, was charged with one count of first-degree rape of a female victim under the age of 14.

According to a document filed with the charges, DHS received an anonymous tip about Devol’s alleged drug activity and threats to “rape” the victim. Norman Police officers accompanied a child welfare worker to check on the girl.

During the visit, she disclosed to the child welfare worker that Devol had touched her inappropriately and had raped her, the document stated. The victim also was forensically interviewed at the Mary Abbott Children’s House.

The document also stated that in the interview, the victim said Devol had sexually abused her more than once at several locations.

Devol was arrested by Norman Police and booked into Cleveland County Jail at 3:09 a.m. Jan. 5 and released at 8:38 p.m. that day.
