Cleveland County Commissioners in December 2005 contracted with Architects in Partnership for services on the new detention center. The Norman firm's fee is 7.5 percent of the construction cost and is contingent on obtaining financing.
In February of 2006, Commissioners, acting as the public facilities authority, agreed to pay the Floyd Law Firm, P.C., a bond counsel fee of 2 percent of the total bond amount. Commissioners also contracted with their public facility authority counsel R. Lindsay Bailey for a 1 percent fee on the bonds' principal amount.
Commissioners in 2007 paid $1.2 million for the 29 acres at U.S. 77 and Franklin Road.
