Kevin Underwood, 26, of Purcell, is accused of murdering his upstairs neighbor, 10-year-old Jamie Rose Bolin. Underwood allegedly had a longstanding plan to abduct, rape, kill, devour and dismember someone, said Purcell Police Chief David Tompkins.
